STUDY OF THE POTENTIAL EFFECTS OF FCC RM-11599 ON
ALABAMA AM BROADCAST RADIO STATIONS.

The following is a list of Alabama Class B and Class D AM Broadcast Radio
Stations on Regional Channels that are likely to benefit under a Petition for Rulemaking submitted by petitioner Richard Arsenault.
This Petition has been issued RM Number 11599 and a 30 day comment period has been opened by the FCC.
The Petitioner requests that the Commission amend the Presunrise Authorization regulations (Part 73.99) to permit Presunrise Operation
with up to 500 watts (or authorized daytime power, whichever is lower, into the daytime antenna system) commencing one hour earlier at
5:00AM instead of the current 6:00AM restriction for stations operating on Regional Channels.

Stations operating in the expanded AM broadcast band (1610 Khz to 1700 Khz)
are not affected by this Petition and are excluded from this list and from the statistical analysis.

STATISTICAL ANALYSIS of Alabama licensed stations, new applicants and new construction permits on Regional Channels
from 550KHz to 1600KHz inclusive with station call letters, frequencies, cities of license and the amount of power increase realized
between 5:00AM and 6:00AM is indicated below for each affected station if RM-11599 is adopted by the FCC as submitted:
Total Number of Alabama Class B (fulltime facilities) and Class D (daytime facilities with nighttime power under 250 watts): 72
Number of Class B and Class D Alabama facilities to gain coverage with the proposed PSRA petition: 49 Class D and 5 Class B for a total of 54
Portion of Alabama Class B and Class D stations to gain coverage with the proposed PSRA petition: 54 of the total 72 or 75%

WAAX - 570 KHz, Gadsden. (Class B Facility) After brief analysis of population distribution surrounding tower site,
I believe WAAX would benefit operating with 500 watts into higher efficiency non-directional daytime antenna pattern under Presunrise
Authorization as opposed to the current 500 watt nighttime antenna pattern with its very deep nulls over sections of the metro population.
